How is 8i Personal Edition Licensed?

Is it possible to connect to Personal Edition (running on W2K Pro) by installing the client software on peer machines?

How does Oracle scale their pricing down to small networks (4-6 users)?

From what I can glean, it appears that for Standard Edition on a small, single CPU PIII-500 server, you would need to license 25 users (500/20).

Any insight into how to scale down would be appreciated.
