I don't know this product, but would suggest you have a look into the build_ssql_stand.com and see what libraries it's using. I don't see any *OCI*.OLB in my Oracle installation. Neither in SYS$LIBRARY. Is OCI part of Oracle, or part of your other software? Find what library may contain the 2 modules and add it to the list of lib's in the link command. Maybe you don't even need to do this, the solution may be in the .com. Read it, it may be looking for something it can't find and as a result does not use some library in the link.
