I know there's a package that's supposed to be able to convert dictionary tablespace to locally managed (all sounds faintly dodgy to me, and it blew up the only time I tried it) in 8.1.6 and above. I'd be interested to see if would work against SYSTEM (but I'll lay odds that it wouldn't).

The point about inertia is well taken (though I reckon it's just Oracle's wry way of sorting out the DBAs from the button-pushers ;-) )
