yes, and I can tnsping the server without any problems. I have the same tnsnames.ora file on the linux client and the windows client.

The nt server is available anywhere within our network, and all of our windows machines can connect to it.

yes - I have no troubles connecting from a windows client. I tried restarting the listener, but that didn't help.
