Sometimes a person who knows some Oracle and happens to be lead developer for an application is called an "Application DBA" by management, but that doesn't mean this person is a DBA.

We went through this at work, that got clarified -- there are now "application administrators" and there are "DBAs".

The jobs are complex enough that you can delineate them somewhat and still coexist peacefully.
