Hi Hyang Hwang,

Pro's : Better performance, less fragmentation and easier maintenance. Cons : Only provided with Oracle 8i and forward.

In fact, you should always choose locally managed tablespaces whenever possible.

You CAN in fact create a locally managed SYSTEM tablespace, but this requires all rollback segments of that database to be in uniform locally managed tablespaces (See Oracle 8i documentation for details).
