Shutdown the database, shutdown the listener Restart the database, restart the listener *in this exact sequence* and the listener should spawn the appropiate dispatchers and servers. Probably you have just bounced the database, without restarting the listener, and the DCA messages only tells you the appropiate init.ora configuration parameters have been set.
