try sqlplus scott/tiger_at_orcl

if it doesn work start go to Network-configuration in Windows-Menu and start Net 8 Configuration Assistant, which will help you to easily configure sqlnet, which is necessery to access database.
If using windows (:-) then do it with this GUI.
