Partial info: Oracle would probably like everyone to have a middle tier application server, but at this point most people don't. So it's not a requirement to have one in order to use an Oracle database. In terms of hardware, Oracle won't give you an answer because there is no one answer. You can install Oracle on anything from a laptop to a giant server. The hardware you buy will depend on what you plan to do with your Oracle products.
