A known bug... 8.1.6.0 has that problem. 8.1.6.2 has it fixed (as far as I can recall).

I have this problem at home (W2K, 8.1.6.0), but I always find that if you wait a few minutes, then run server manager, do a connect, and then a select * from v$instance, you find that the database is actually open anyway, despite what the service status says. So I've not bothered upgrading at home, as I can live with it.
