Install without Java?

Hi.
Does anyone know of a way to get 8.1.7 on Win2000, without using the Java based Universal Installer? The Installer keeps freezing up every time I start it. (It normally helps to reboot, but not this time) The 8.1.6 version of Universal Installer will start and run, but that will not install 8.1.7. Maybe I just need a later version of the Java runtime to get the new installer going? Anyway, I really need to upgrade. Ideas anyone?
