Oooops. This will teach me.
The mistake I made was to post this message BEFORE actually doing the install of OEM, trusting that it hadn't changed much since version 2.04. It has!
The usual tools like Instance Manager and so on are STILL not present after a full OEM install -but if I go into the Console, and right-click one of my databases, then a context menu pops up which includes things like "Shutdown Database", "Startup", "Disconnect", "Enable Roles" and so on. Similarly, if I want to create a new User, no longer is it security manager -but find the "Security" branch of the database tree, right click, and "Create" is offered as an option.
Basically, OEM has become right-click city. Nice.
Clearly, they've really smartened OEM up in 2.2, and I was an idiot to post what I did in advance of the actual test (I can only plead that I promised a reply in 10 hours, and the download was going to take an additional 3 hours!!).
