Its a wide open frontier!! (example: my car is running funny, its a 2000 Golf 1.8T and my Golf GTI 2000 runs fine, do you know what the problems is? )

How about starting off running

  $ORACLE_HOME/rdbms/admin/utlbstat.sql and utlestat.sql

and posting parts of the report.txt. You could just post the wait events section for starters.

(Plus you might want to check CPU, memory usage, io and swap at the machine level)
