Building an empty 8.1.6 database the way you want it to look and then
importing is a good way to go since you want to change the database
block size. Creating a new 8.1.6 database follows pretty much the same
procedure as installing Oracle and building a database under 7.3.4 and
8.0 so if it installs and builds you are probably good to go.
