That did something, it takes much longer, but now I get a new error:

12154 - TNS could not resolve service name.

Here is what Net 8 easy config generated:

ABC =
  (DESCRIPTION =
    (ADDRESS_LIST =
      (ADDRESS = (PROTOCOL = TCP)(HOST = 1.2.3.4)(PORT = 1521))     )
    (CONNECT_DATA =
      (SID = ABC)
    )
  )
