ORA 01034 Oracle not available error

I am trying to install/configure Oracle 8.1.6 on Sun Solaris 7. The install and Net8 configuration are successful but I get the above error during the database creation.

The alert_log for this database reads:

ORA-27140: post/wait initialization failed
ORA-27300: OS dependent operation: semget failed with status 28
ORA-27301: OS failure message: No space left on devices
ORA-27302: failure occurred at sskgpcreates

When I try to start sqlplus, I get the ORA-01034 Oracle not available error.

Any ideas about what my problem is and how I can resolve it????
