I experienced the same problem this morning with a 8.1.6 release 2 install. I found something on Metalink stating that it was a bug and it is fixed in 8.1.7. The document suggested changing the service to manual (don't start automatically) and use oradim in a script to start the db. I used the scheduler to do this.

I wish I had saved the doc id. I think I found it with a search of the key words "starting service" on Metalink.
