Actually, I found out why the problem occurs ...
When I connect my server to the network, everything is fine. It seems that when "svrmgrl" tries to connect to the Oracle instance, it tries to look up a DNS to resolve a host. All the Oracle components are installed on the same PC, and I would not expect any remote network connections required.
I am not sure why, because the last time I install Oracle on WinNT, it used to be able to work on a PC not connected to the network. Now because of this problem, I need to hook my PC on a network. It may be a Winnt problem, any thoughts
