Here's more info

SQLLDR is also slow connecting.

Once connected, SQLPLUS, connects fast to the same data base and connects at normal speed to other data bases on other servers.

jdbc connections connect at a normal speed..

Everything else on the machine appears to work properly.

any ideas?
