To me, there are some new features that could be very interesting. But there are a lot of features that I'll probably never use on the job. It appears as if the jump from 8i to 9i will be similar to the jump from 8 to 8i. But of course, this is all still vapor ware until Oracle actually starts shipping the product.

With all of the new stuff that has been added to 8i and now 9i, I'm hoping that we don't get a RDBMS package that suffers from code bloat. Most of these new features will not be used in most of the sites.

And the dirty secret of software companies (Microsoft especially) is that it is much more profitable to create a new version of your software with new features then it is to fix all of the bugs in your current versions. People will rush to the stores to buy the latest & greatest. But the software company does not get any money by deploying a patchset. So if you were running the company, where would you spend your efforts? It's unfortunate that the people who buy the software often have to put up with bugs, or features that don't work as expected. The when a new version comes out, rather than fix the bugs, the company says that you have to upgrade to remain current.
