Maybe the time is the waiting time for a response from a non-existent IP
address?



Second guess: you try to resolve a symbolic net name and your primary (30 s) or
secondary (90 s) DNS is not reachable. What happens if you try "tnsping <sid>"
instead of "sqlplus <login>/<password>@<sid>"?
