You obviously didn't configure sqlnet. Oracle comes with default configuration files, which needs to be adapted, as indicated in the manuals. Oracle is not a database product where you just can ramble away. Please, at least *try* to read the installation guide and the getting started manual. Also, Oracle 7.3 has been desupported, you'll need to upgrade to 8.1.6 instead of continuing to use technology of 3 years ago.
