ORA-12203

I am using Oracle Server 7.3 When I tried to login to Schema Manager and SQL*PLUS ... etc, I got the ORA-12203 error saying unable to connect to destination.

How can this be solved?

What does Oracle mean when it say can't connect to destination?

Also, I tried to go to Oracle's website to search for meaning for this ORA-12203 message. Is there a site that have all explantion for Oracle error messages?
