Oracle 7.3 is *dead* in another 4 days!
If you are on the same system as the database make sure you set ORACLE_SID,
either in the registry or as environment variable.
If you are not on the same system, you need to configure sqlnet, both
tnsnames.ora and listener.ora. This is not done automatically for you after
install.
A query in the Getting Started Manual or the Network Administrators Guide
should provide sufficient answers.
In your post you provide insufficient detail for us to create your
listener.ora, and tnsnames.ora for you.
