If you're "always" getting space req's, is that not a hint of a perhaps too slow disk system for log files? The round-robin fashion and LGWR behaviour should allow for having free space when the need arises, as long as the burst writing to log files is quick enough, right? (assuming no batch inserts or the-like)

Isn't the script asking too much, expecting =0 (should be always zero)?
