If your installation of Oracle is completed you should find a NTservice (service-icon in contol panel) with the name OracleHome816Agent, depending on your Oracle Home name, but normally one of the first Oracle-services. Default the startup action is manually, so it's not running. Just start it, and, if no errors appear, you did it!
