If you're already a web developer/architect, and know Oracle/SQL well then you could give it a brave shot. If you're too new then it's beyond your scope. To use WebDB to build a Commerce Site you have to be an able web architect with common tools, be proficient with Oracle and SQL, and ideally attend a ILT Class from Oracle to put it together. Look at Oracle.Com site for case studies. They're upgrading the web platform to 9i with improved features and tools...
