OUI 1.6.x vs OUI 1.7.x

I am having trouble even getting the OUI started on my P 4 with Windows 2000. When I try to install Oracle 8.1.6 or higher products the OUI will not start, looking at the task manager, I see the jrew.exe start but it then dies without any errors or messages. However, when I try an install from 8.1.5, the OUI starts, but then when I try to select the products.jar file from an 8.1.6 product or higher I get an message during the install saying, 'You need staging area 1.7.x or higher'. Looking at the version of OUI running from the 8.1.5 cd it is OUI 1.6.x.

Has anyone see this problem before?
