dbms_system.set_sql_trace_in_session(SID,SERIAL#,TRUE) not working

if I set sql_trace on system level, it works if i use ALTER SESSION SET SQL_TRACE=TRUE, it works if I 'execute dbms_system.set_sql_trace_in_session(SID,SERIAL#,FALSE)' it doesn't

Any ideas?

We use Oracle 7.3.4 and 8.1.6 on Solaris 2.6, 2.7 boxes
