error 600 with oracle 8.1.7 for linux

I'm trying to upgrade from 8.0.5.1. I get through the installation OK, but when I try to startup from svrmgrl, I get

SVRMGR> startup restrict

I'm running RH 6.2 with kernel 2.2.16 with the suggested mods to shmparam.h and sem.h. 256MB RAM and 450 MB swap so I should be okay there, too. Any clues?
