FAILED_LOGIN_ATTEMPTS question

Hi all,

I’ve created a profile and I set the FAILED_LOGIN_ATTEMPTS to 3 failed login attempts so the user account will be locked after 3 failed attempts .

The weird thing is when this user tries to use third party utilities( NOT sqlplus ) to log in into the database , and if he entered wrong password in the first time , his account will be locked out , I though it should be locked out after 3 failed logon.

It this a bug or what. .
I am using Oracle8i 8.1.6 on NT sp6
