I am assuming you are following the procedures in the manual on creating a standby database ( a copy of the database onto another system).

The system tablespace is critical for Oracle to start. Without it, nothing can happen.

As to the owners of the links, files etc. Everything should be owned by the same owner in the original system. I believe (though cannot be absolutely sure) that Oracle is the owner of all of the files. The user Oracle must have the appropriate permissions.
