On a correctly configured box connect / as sysdba should work in svrmgr23, so I am not sure whether you are really excluded from the database. Also the internal password appears hardcoded in the strt<sid>.cmd in %ORACLE_HOME%\database
and you can override it by using the orapwd73 utility.
