There is more than one problem here.

Oracle newer officially certified any of the 8.0 series for Win2k, which does not necesarily mean it wont work but the Oracle guy's wont help you getting there.

I know from experience that there is a problem with the network libraries in 8.0.4 that will not work under Win2k.
I have the Oracle 8.0.5 client programs working under Windows 2000, but dont have any 8.0 server installet on that machine so I cannot tell you if the server would work.

The 8.04 installation program also has a problem with year 2000, I have had to backdata a few machines to install the software propperly.
