TNS-12571 error

I have installed Oracle8i Server 8.1.6.1.0 for Linux and Oracle Client 8.1.6.?.? for NT. When I try to tnsping from client to server, I get error: TNS-12571 and a Windows' level error dialog: ".... Some memory cannot be read ..." somethings like that.

From the server side, I started Oracle server normally and started the listener already. And I can tnsping itself from the server side and get total successful message.

So what's wrong of the connection?
