Hi,
If the user owns the tables, hi will always be able to drop them. I
would suggest creating the tables by the dba, granting select, update or
delete from these tables to a role, and grantig the role to the user.
Check out that the user does not have the ressource role granted, since this role has the create any table sys privilege.
