XSQL Servlet:- Please HEELLLLP!

I've go 8.1.6 installed on a Windows 2000 machine (with SP1).

I run the web-to-go batch file that comes with the XSQL servlet, but I keep getting this error when I try to execute/view an xsql file through the demo index page:-

Oracle XSQL Servlet Page Processor 1.0.2.0 (Production) XSQL-007: Cannot acquire a database connection to process page. Io exception: Connection
refused(DESCRIPTION=(TMP=)(VSNNUM=135286784)(ERR=12505)(ERROR_STACK=(ERROR=( CODE=12505)(EMFI=4)))) What do I need to do to resolve this?
PLEASE help!
