I figured that out eventually. I installed it on NT4 and it created an empty database during the install. Now I need to figure out how to change passwords and increase the quota for the SYSTEM table, whatever that is. All of the tools that look like they might let me change passwords require me to log on to use them, or they say I don't have permission to do what I want to do. Since I don't have an account, I can't log on.

Say what you will about Microsoft, their database is vastly easier to start.
