Hi!

Make sure the TNS_ADMIN Variable is set in all oracle_homes on your NT-BOX correctly in the Registry
(Hkey_local_machine->software->oracle) ...

Unfortunately I get the same error using TOAD unless I copied the tnsnames.ora (normally stored on a common path given in the TNS_ADMIN) into each oracle_home on my local box.

The tnsnames-file has nothing to do with the one on the database-server-machine.
