All docs are online at http://technet.oracle.com You need to subscribe, but that is free, and you can get development versions of most of their products for nothing.
Usually any CD comes with docs, you can install them using the Oracle
Universal Installer.
You indicate you have the Enterprise Edition. It is *NOT* going to work on
Win98. Also only 8.1.6 and higher are supported on Win2K, for 8.1.5 you
would need Win NT 4.
Apparently Win98 doesn't have identical Microsux networking dll's as on NT.
