How do I start Oracle 8i???

I'm trying to install Oracle8i on Windows 98. I've gone through several wizards, but I keep getting errors like "ORA-12538: TNS:no such protocol adapter". I have no idea what a protocol adapter is or which one it is trying to use or where I would get one. I searched through help in some of the wizards and it doesn't know the error number or what a protocol adapter is. I just want to install it and set up a database so I can see if our software works with it. Any suggestions? Hints?
