Hi Robert,

Check for an Intelligent Agent in the list of services on your NT box (he says, making an heroic assumption), and start it. Then try again.

For getting started with Oracle, you could do worse than check out my web site. It will give you an idea of the four core DBA courses that are available as Instructor-led training from Oracle themselves (hope you have a reasonably-sized bank account) -and there's lots of tips, techniques, scripts, 'getting started' documents and so on *for free*!. Also links to some more advanced resources for when you're ready.
