Fredrick,

SQL*Plus has no implicit value by itself. It is used only with an Oracle database and that is where you create the account that you log into.

Your DBA can provide you with account and login information. If you have a database you have installed locally for development or testing purposes then you can login as scott/tiger_at_dbname
