Sorry to say so, but this is a typical RTFM question. You can't get into Oracle without reading manuals, and usually you will be happily ignored in the Oracle newsgroups.
SYS is the owner of the datadictionary. You should never ever create objects under SYS. System is a privileged account which can be used as DBA account (note: *can* not *should*) and which you also better don't touch and create objects under: it usually contains Oracle provided repositories for network management, advanced queuing and so on.
