may i be so bold as to suggest your question is indicative of a larger issue for a start-up company getting into the stated business arena. asking the questions you have indicates a lack of an experienced oracle dba in the company. if the entity is going to receive funds for providing services which include an oracle database, an experienced dba and an experienced sys admin (this means atleast two people, not one) to ensure the entity is able to meet its obligations.

central to a good business plan and its execution is proper capitalization supporting proper staffing for the core business functions. if this is lacking, the enterprise is almost guaranteed to fail. starting out with insufficient capital on the basis of "we will have it when our customers start paying" also suggests a lack of proper leadership able to get a new enterprise off the ground and sustain it.
