i wonder if there is a reason that oracle provides documentation ? check out http://technet.oracle.com

what operating system are you using ? and what executable are you trying to connect to the database with ? server manager, SQL*Plus, OEM, JDBC thin driver, ... ?

on unix, logged on as oracle (the user that installed oracle) run svrmgrl
connect internal
startup

connect system/manager
connect sys/change_on_install
