You can get a copy of the Migration Guide on Technet (http://technet.oracle.com). You'll need an account on this web site, but it's free to sign up for one. The migration guide can be found at http://technet.oracle.com/doc/oracle8i_816/server.816/a76957/toc.htm for your reference. This migration guide is for Oracle 8.1.6 but should be almost the same as the one for 8.1.7.
I always do a manual upgrade. Check out Chapter 7 of the Migration Guide for more information. The only sticking point is that instead of running u0801050.sql noted in step 17, you'll most likely want to run u0801060.sql (for an existing 8.1.6 database).
