Designer is used to build databases from scratch, yes indeed.
However, to do so it needs to deposit the data somewhere.
It does so, not surprisingly, in a database.
You need Personal Oracle 8i.
As Designer needs to be installed first, followed by Personal Oracle
you have already taken that hurdle :)
Please read the installation instructions carefully. It is a bit
surprising you assume Designer works without a database, the
requirements are well documented.
