No-no-no, TNS_ADMIN environment variable points to directory containing NET*8 configuration files (sqlnet.ora, tnsnames.ora). This is irrelevant here. I don't know about NT, but on Unixes you need to set env variables like $ORACLE_BASE, $ORACLE_HOME, $LD_LIBRARY_PATH. On NT I believe you have to either set the cmd.exe shell variables using control panel-->system-->environment or change values of some registry keys (under hklm-->software-->oracle) or both.
