Hi Jay Strauss,

You must have to create password file using ORAPWD and need to change your init.ora file to remote_login_passwordfile=shared.

System user is not granted with "recovery_catalog_owner" role to use any of the RMAN procedures and jobs as well as RMAN user also granted with "SYSDBA" privileges.
